For over 30 years, Lackawanna and Luzerne Counties have been partners in transportation planning, and recently completed the Bi-County Open Space Plan. Home to over a half-million people in 116 municipalities, Lackawanna and Luzerne Counties are preparing these Plans to help establish a positive future for the area. The Plans will set the course for the future of the region, and guide and assist municipal officials in making day-to-day decisions concerning conservation and development. They will also help maintain and enhance our sense of place, and will establish a framework for investing in our communities.

The planning effort will be divided into four (4) phases and last about 18 months. Phase A forms the foundation for the plans, including data collection and analysis to examine existing conditions, needs, trends, and anticipated future conditions. Phase B focuses on issues and the development of alternative futures for the area, and provides suggestions in support of local plans and goals. Phases C and D include the preparation of the draft and final plans, and offers the public and agencies an opportunity to review the plans. The Plans will be prepared with action plans and implementation strategies.

Public input is also important to providing direction for the Plans. The implementation of these Plans ultimately requires that they reflect a shared view for the future of local communities. Throughout the planning process, the public will have several opportunities to learn more about the Plans, and help shape the priorities for the future of your community and the region.
